1. This  package  rebuilds a  number of  Rust libraries  and  programs
without accessing the Internet.

It's able to do so because the associated source files have been down-
loaded previously.

To force actual as opposed to  cached compiles,  delete  the following
cache directory tree first:

      $PRODTREE/rustlocal/rusthome/sccache/
